It's doable with Gimp but much more likely to have been done with some "vector graphics" editor (Adobe Illustrator or InkScape).

The length of a tutorial will also depend a lot on how close you want to get (drop shadows, double blends on the arrows) and how skilled you are already.

The arrows are probably the hardest part. The glow, colors and text is rather easy. I would probably do 1 arrow with the paths tool and then paste it into a circle. I agree with ofnuts here, do you want a step-by-step guide or are you already experienced enough to know half of it?

I have some experience in Gimp. I think the best way is that I write the tutorial then you may suggest better techniques for doing certain parts of the picture.
I will be back soon :)

I suggest making a hallow circle. Then make a square selection, fill it, cut it from corner to corner to create the arrow. Move it into position to align with the circular deal where you'd want, lets say, the top arrow to be, the blue one. Then use guides to delete the three other quarters. Create a new from visible and duplicate it two times. The rotate them to the positions you'd like them to be in. Duplicate them again and move them up, down, left or right after they're in position, and use the alpha to selection to delete the section on the tail of the next arrow, then delete the duplicate layers. The next step would just be coloring, the gloss which just appears to be a white circle, and the text, which you can easily do along a path, then the dark lines to give depth (though I don't really care for them, I'd probably not do them.) and the squares could just be gradient FG to Transparent.

That's how I'd do it anyways. Paths are too messy for me, and I can't get them even enough to create a perfect circle.

You can convert a selection into a path. ;)

I think I like Maffe's better than the original :/

(For some reason when I read over my comment, I read it in a Scottish accent...try it, it sounds pretty good...)

    Good job man :)
How did you do the arrow, simple paths? Coloring and text shouldn't be the problems here I guess.
I'll take a wild shot at how you did it ;D :
3 circles -> Paths tool -> Try your best to create an arrow that is symmetrical on the middle circle's edge -> Lotsa gradients -> Drop shadow -> Rectangle -> Fill with gradient, delete rest -> Text to path (middle circle again) -> Alpha to selection, grow selection, fill black for the border
How far off am I? :D

    1 circle, shrink, delete

A bit yes, but not on the arrow and i could and should've done without it.

I used guides. I always use guides. I have like a shit ton of guides just to allign one tiny thing and since guides stretch across the document it gets messy after some time.

    3 actually

Yes, the script, doing it the easy way.

    Rectangle select, a bit.

    Almost

    Delete what?

Well... I selected the middle circle's center pice (just the way text to path works) and went selection to path, then text to path.

    Nope! MOAHAAHAHAHAHA
Because, first of all it was in the upper right section, so i had to rotate it back.
And second becuse the text to path and rotating the text were LQ so i used Maffe's patented(patent pending*) technique and made it nice again, then i grew selection, filled and borderized it.

So yeah, you're close to the general things i did, i just did em a bit different.

    * Patent's not really pending, but don't steal my technique!!

I'll make a tut of it if you want....

No problem, i suggest just doing other gimp stuff and then come back to the tutorial/project later and see how it goes.

    Practice makes perfect
