You need to restart GIMP to get it to work though, unless if it's not up.

The program folder is located in your hard drive, which can be accessed from My Computer. The hard drive has a letter to represent it (The default is C:).

Step 11: in the gimp tools box click on File>Preferences, when the preference windows shows up
go to folders and notice he path of the pattern folder, in my case it was C:\Documents and Settings\Administrator\.gimp-2.4\patterns place it there close gimp and re-open it and you should
be able to see our newly created pattern inside gimp.
