Without knowing it I'd say you can get these results by opening up an image of a C4D, and then clicking on "Filters → Distorts → Pinch and Whirl" (I don't think it's that though, it gives slightly different results) or "Filters → Distorts → Polar Coords" (this may get close to the one in the image depending on the C4D) or "Filters → Distorts → IWarp", using a big brush with clockwise rotation.
I assume the C4D had a black background in the first place (they often have), so now you just set the layer mode of that C4D to Dodge or similar ones.
There's probably another way, but these are the 3 that came to my head first.
