I had the exactly same problem. I just got it working.
- I downloaded "Download GIMP 2.6.11 – Installer for Windows XP SP2 or later" from gimp.org
- And then, feeling paranoid, also the user manual.
- Installed both. Tried to start the Gimp, and it didn't work.
- Then I downloaded this:

Transferred it to the Gimp file.
Opened the "2.6.11 default DLL file" and searched the "intl.dll" from there and copied it.
Then went to the file titled "GIMP-2.0" > lib > gimp > 2.0 > plug-ins and then pasted the "intl.dll" file there.

And now the Gimp opens normally.

I hope that helps. I was so frustrated when I couldn't get mine to work and when it (miraculously, in my opinnion) did I just had to share.

Welcome to Gimper Khiela :)

Yes you could alternately copy every dll file in the bin folder, and paste them in the plug-ins folder and Gimp will find them. You are better off creating a path in your environment variables to help Gimp find the libraries.
Start/Control Panel/System/advanced tab/
click on environment variables - click on path
add this
C:\Program Files\Gimp-2.0\bin; make sure to include the semicolon.
Then restart your machine - and then restart Gimp.

Basically because once you start moving dll files around the uninstall cfg file will not be able to remove and replace these dll files on making an update to Gimp. Then you are stuck with possibly 2 very different dll file sets all named the same.... not good... :)

Glad to hear you got it working though.
