I've tried to use it a couple of times, I just couldn't figure out the interface

i used anim8or at one time..its pretty neat and simple, but its very limited: www.anim8or.com
its for windows only though

You just need to make sure you configure the settings in wine for it correctly.

yes it actually does run good under wine. when i had ubuntu i used anim8or with wine. it lagged a tiny bit but it was ok.

Yeah most apps will run a little slower in wine then when installed on windows, although there are quite a few apps that run better 
The only apps I really even need that are only for windows are photoshop, but I don't really even use it much
