You can do it with G'MIC which is free...
I don't remember the name of the filter but it drew lines like the ones you see in the image based on the edges of the image. It looks veeery similar, but the left side would need some extra work. It's definately recreatable.

Yeah did some reading up on all this, the G'Mic filter is the B&W Sketch. Although it doesn't recreate this kind of flame fractaling. I tried and tried with the GMIC one, and it's just not the same. I installed PSPI and downloaded the demo version of Fractalius to try it out on Gimp.

you could also use the smudgetool in combination with extreme contrast.... idk how to xplain it. kinda like when you make animals out of water or fire.. u know?

and then there is another way to do it that could be made into a tutorial but it isn't perfect

the G'Mic filter is the B&W Sketch.

This should be it, it creates those smooth long lines. Now all you've got to do it colorize it and then blur it and set to overlay to get the shiny effect. This is your base, everything else is a lot of smudging, colorizing and some painting and erasing ... I still think it's possible, I might try when I'm back on my PC.

wait if I remember right Photocomix (G'MIC filter maker) made something that created this effect not sure if it waws B&W sketch I'll look for the thread later

I think that it could also be done with the Threshold filter and then simple brushstokes. more complex and more time consuming, but leaves you with more freedom. Also, in my opinion, one is always more satisfied with a result if one worked on it longer but by themselves instead of using a plug-in that does the job for you (more or less).

So playing around with the Fractalius Demo PLUG-IN...

This is 7 layers to it, only 2 of which Fractalius was used. Being that i'm working with the demo right now, it has "demo" all over it, but don't matter to me. Just seeing what the plug-in does.
