You need a different font, period. Also the scattered circles don't really feel icy, add more ice textures to the background.

DW - ok, I changed it. Got rid of the back that was there.
Does it look like ice behind my name or an germ? I'm thinking germ, because it's not smooth like ice! LOL

Icicles aren't smooth, they are bumpy. I think the text icicles are too dark, lighten them up.

aww not that much blur! 
ohh maybe select the icycles that were sharp. then go Selection>shrink>2-5 pixels. then make a gaussian or motion blur (slight). then Select>Deselect.
