    1. open a new image of 28x28 inches. add a new layer.
    2. draw a black line from top to bottom starting at 14 top ending at 14 bottom: click the first point then hold the shift key and place the second point. you will have a line top to bottom in the center of the canvas.

    3. alpha select the line: right click on that layer in the layer window>click alpha select.
    4. copy then paste but leave the new line floating.
    5. rotate by 5: layer>transform>arbitrary rotation>change angle to 5. anchor the layer.
    6. alpha select again and copy/paste. leave the new lines floating.
    7. rotate as above but by 10 this time.
    8. repeat the steps rotating by 20 then by 40 and 80.
    9. you will have lines that create an almost circle.
    8. now use the ellipse tool to create a circle. start the circle in the upper left corner and end in the lower right corner. you will have a circle that is the same size as the lines.
    9. shrink the selection by an amount that works for you. that will be based on how big you want the tic marks. experiment.
    10. once you fine the right size, cut the selection. you will have tic marks that make a circle with a gap.
    11. now use the rectangle selection tool to select a square from 14 at the top to 14 down the right side.
    12. copy and paste as a new image.
    13. you now have you scale on a transparent layer that you can add a background to of the color of your choice.
